I have personally put poly over oil and the mfg told me it's ok. Chalk paint will go over anything, but i have had it peel off a piece of high gloss poly furniture. Technically, yes but the one thing to bare in mind is that polyurethane doesn't have uv inhibitors so isn't designed for outdoor use.
